Agent Audit Ledger: one row per GOVERNED AGENT ACTION, not per DB write.

📄️Export the audit ledger as CSV

Requires the `export_audit` permission. At most 50,000 rows.

📄️Get the ledger head

The current head of the tenant's hash chain. Record it somewhere outside Bairav and pass it later as `expected_head` to `GET /api/ledger/verify`.

📄️Verify the audit ledger

Runs the ledger's own verification and reports the first break, if any, with a reason per entry. Pass `expected_head` to check against a head hash you recorded earlier, which also detects truncation. See [Audit ledger](/docs/concepts/audit-ledger).
