Poll governance directives
GET/api/ingest/governance
The reverse control channel. A sensor polls this each cycle and enforces the result on the host. An agent is active unless a reviewer has suspended, blocked or rejected it, so lifting a hold in Bairav re-activates the agent on the next poll.
Guardrail policies attached to an agent are included, so attaching a guardrail in Bairav starts enforcing it on the host.

The current governance state of every monitored entity on the device.
The token is missing, malformed, unknown or revoked. Repeated failures for one token prefix are rate limited (30 a minute).
The per-token rate limit was exceeded. Wait Retry-After seconds.
