List access requests
GET/api/catalog/access-requests
mine — requests I filed.
owned — requests for agents whose linked owner is me (empty if I own none).
all — admin: everything; reviewer: only agents with no active owner
(the governance fallback); anyone else: 403.
The scope is enforced in SQL here, not trusted from the client.
