POST/api/simulations/record
"Record as evidence". The server re-runs the setup and stores its own result — nothing the client sends is trusted
as a result. Writes simulation_runs and one tamper-evident ledger entry. With an idempotency_key, a repeat from the same person
returns the first record (200, replayed: true).
