Change platform owner
POST/api/agents/:entity_id/platform-owner
Assign / replace / remove an agent's PLATFORM owner. Admin or reviewer — the same people who assign it at intake. The system owner is never touched. The ledger row records the platform owner who held the agent when the change was made (ctx.platform_owner) and the full before/after, so history from the previous tenure is never rewritten; ctx.system_owner stays the discovered system owner.
