Author policy
POST/api/policies/author
Plain-English sentence -> a proposed policy draft (Agent-Bairav, a local reasoning-capable LLM). This NEVER saves a policy - the caller reviews the draft in the composer and creates it via the normal POST /api/policies, exactly like a hand-built rule (the composer never saves straight from prose). Requires the same role as creating a policy, since drafting is the first step of the same action.
