Compile policy
POST/api/policies/compile
Natural language -> draft structured policy. NEVER persists — the draft is
returned for the Composer to show the author, who edits/confirms it and then
calls the pre-existing POST /api/policies to actually save it (§15 step 6).
Fails closed (§22): an unreachable/misbehaving model returns ok: false
with errors set, never a default-active or guessed-at policy.
