GET/api/traffic/spikes
Token spikes per agent (any signed-in role, tenant-scoped by RLS): recent window [now - w, now) against the prior window [now - 2w, now - w), over
requests that were model calls WITH recorded usage only (never NULL as 0). Qualifies when the baseline window has >= min_baseline such requests,
baseline tokens > 0 and recent / baseline >= factor (exactly at the factor qualifies). ratio / multiple (1 decimal) are JSON numbers, tokens integers.
