Add finding note
POST/api/security/findings/:finding_id/notes
A standalone analyst note on a finding (it changes nothing else). The ledger entry security.finding.note records the note id and length, not the text; the
text lives in security_finding_notes and appears in the finding's triage_history as kind: "note".
